The Massachusetts WIC Program created The Learning Center in 1992, in response to increased training needs of state and local WIC staff. Automation of many WIC operations, including onsite production of food instruments, required a sophisticated learning model that would offer demonstration, simulation and hands-on skill practice.
The Learning Center, located in Framingham, Massachusetts, includes a state-of-the-art computer learning lab, conference rooms, library and media resource room. It is the meeting place for WIC’s many task forces and workgroups, as well as a development site for the Interactive Multimedia Training project and TrainingWeb.
The Media Resource Room at TLC is available for small group meetings and individual work sessions using publishing, presentation and instructional software.

In April,1998, a "Report on the Feasibility of an Online Training Environment for Staff of the WIC Program" was published, leading
to the development of the WIC TrainingWeb site. Excerpts from the study are available here.
